You don’t need the tops of the frames on the bottom row to be in a line, but if you want your gallery in a defined shape, then you do need to make sure the bottoms are lined up on that strip of tape. If you want the edges of your gallery to be straight, (I did) then your next step should be lining up your bottom row on the part of the tape that makes the rectangle.
